ইরানে মার্কিন ও ইসরায়েলি হামলার পর হরমুজ প্রণালী কার্যত বন্ধ হয়ে যাওয়ায় বাংলাদেশের জ্বালানি সরবরাহে গুরুতর সংকট দেখা দিয়েছে। বুধবার সচিবালয়ে জরুরি বৈঠক করেন বিদ্যুৎ, জ্বালানি ও খনিজ সম্পদমন্ত্রী ইকবাল হাসান মাহমুদ টুকু। বৈঠকের পর মন্ত্রণালয় বিদ্যুৎ সাশ্রয় নির্দেশনা জারি করে এবং স্বল্পমেয়াদে বিদ্যুৎ ও জ্বালানি সরবরাহে বিঘ্ন ঘটতে পারে বলে সতর্ক করে।

বিদ্যুৎ খাতে চাপ এখনই দৃশ্যমান। দেশের ১৪৩টি বিদ্যুৎকেন্দ্রের মধ্যে অন্তত ৩০টি গ্যাস বা তরল জ্বালানির অভাবে উৎপাদন বন্ধ রেখেছে। বাংলাদেশ বিদ্যুৎ উন্নয়ন বোর্ড (PDB) বর্তমানে ১২,০০০ থেকে ১৩,০০০ মেগাওয়াট সরবরাহ করছে — অথচ গ্রীষ্মের সর্বোচ্চ চাহিদা ১৮,৫০০ মেগাওয়াট। মজুদ বাঁচাতে পেট্রোবাংলাকে বিদ্যুৎকেন্দ্র ও সার কারখানায় গ্যাস সরবরাহ দৈনিক ২০০ মিলিয়ন কিউবিক ফুট (mmcfd) পর্যন্ত কমাতে বলা হয়েছে। দেশের কিছু এলাকায় ইতিমধ্যে লোডশেডিং শুরু হয়েছে।
ব্লুমবার্গ জানিয়েছে, বাংলাদেশ পেট্রোল পাম্পে জ্বালানি সরবরাহ কমানোর প্রস্তুতি নিচ্ছে। BPC চেয়ারম্যান রেজানুর রহমান নিশ্চিত করেছেন যে জুন পর্যন্ত ছয় মাসের চুক্তির জ্বালানি তেল নিশ্চিত করা আছে এবং হাতে ২০ দিনের বেশি মজুদ রয়েছে — যা একটি সাময়িক সুরক্ষা দিচ্ছে।

জরুরি বৈঠকের পর বিদ্যুৎ, জ্বালানি ও খনিজ সম্পদ মন্ত্রণালয় গৃহস্থালি, ব্যবসা প্রতিষ্ঠান ও সরকারি দপ্তরের জন্য নির্দেশনা জারি করেছে। রমজান মাসে জনসাধারণের ভোগান্তি এড়াতে “সর্বোচ্চ সতর্কতা” মেনে চলার কথা বলা হয়েছে।

৫ মার্চ IEEFA এবং Zero Carbon Analytics-এর যৌথ আলোচনায় বিশেষজ্ঞরা সতর্ক করেন, এই সংকট বাংলাদেশের আমদানি-নির্ভর জ্বালানি কাঠামোর বিপজ্জনক দিকগুলো সামনে এনেছে। দেশের মোট জ্বালানি আমদানির প্রায় ৯০% হরমুজ প্রণালী দিয়ে আসে। বার্ষিক LNG আমদানির ৪০% আসে শুধু কাতার থেকে। দীর্ঘমেয়াদি LNG চুক্তির মূল্য ব্রেন্ট ক্রুডের সঙ্গে সংযুক্ত — তেলের দাম বাড়লে চুক্তির আওতায় আনা আমদানিও ব্যয়বহুল হয়ে পড়বে।
IEEFA বিশ্লেষক শফিকুল আলম সতর্ক করেছেন যে সংকট দুই সপ্তাহের বেশি স্থায়ী হলে দৈনিক প্রায় ৯০০ mmcfd LNG হারিয়ে শিল্প ও বিদ্যুৎ খাত মারাত্মক চাপে পড়বে। BUET-এর শক্তি বিভাগের অধ্যাপক ড. ইজাজ হোসেন UNB-কে বলেন, “যুদ্ধ দীর্ঘায়িত হলে মধ্যপ্রাচ্য থেকে জ্বালানি সরবরাহ ব্যাপকভাবে ব্যাহত হবে এবং তাৎক্ষণিক কোনো বিকল্প নেই।” বিশেষজ্ঞরা দ্রুত ছাদ-সৌরশক্তি বিস্তার এবং দেশীয় গ্যাস অনুসন্ধান ত্বরান্বিত করার আহ্বান জানিয়েছেন।

Bangladesh’s government convened an emergency meeting at the secretariat on Wednesday as the closure of the Strait of Hormuz following US and Israeli strikes on Iran sent shockwaves through the country’s energy supply chain. Power and Energy Minister Iqbal Hassan Mahmood Tuku chaired the session, after which the ministry issued a set of conservation directives and warned of possible short-term disruptions to power and fuel supply affecting electricity generation and fertiliser production.
Energy Secretary Mohammad Saiful Islam confirmed that Bangladesh’s long-term LNG contracts are largely tied to Middle Eastern suppliers — particularly QatarEnergy, which has halted production following Iranian drone strikes on its Ras Laffan facilities. “Our largest long-term LNG supplier, QatarEnergy, ships via the Strait of Hormuz, which is worrying for us given the current situation,” he told The Business Standard. “If supply is disrupted, we will have to reduce gas supply to power plants.”

The strain on Bangladesh’s power sector is already visible. At least 30 out of 143 power plants have stopped producing electricity due to gas or liquid fuel shortages. The Bangladesh Power Development Board (PDB) is currently supplying between 12,000 and 13,000 megawatts — against a peak summer demand of 18,500 MW. To stretch reserves, the government has instructed Petrobangla to reduce gas supply to power plants and fertiliser factories by up to 200 million cubic feet per day (mmcfd), reducing electricity output further. Load-shedding has already begun in parts of the country.
Bloomberg reported on Thursday that Bangladesh is also preparing to reduce fuel deliveries to petrol pumps as part of efforts to stretch existing reserves. BPC Chairman Rezanur Rahman confirmed that six-month fuel oil contracts remain secured until June, with over 20 days of stock available and additional cargoes in transit — providing a temporary buffer while the government seeks alternative supply sources.

Following the emergency meeting, the Ministry of Power, Energy and Mineral Resources issued directives covering households, businesses and government offices. The ministry stressed it would exercise “maximum caution” to avoid disrupting citizens during the ongoing Ramadan period.

Experts at a discussion jointly organised by the Institute for Energy Economics and Financial Analysis (IEEFA) and Zero Carbon Analytics on 5 March warned that the crisis underscores Bangladesh’s dangerous dependence on imported fossil fuels. Approximately 90% of Bangladesh’s crude oil, refined products and LNG arrive via the Strait of Hormuz. About 40% of annual LNG imports come from Qatar alone, and most long-term LNG contracts are priced off Brent crude — meaning the current oil price surge will raise import costs even for contracted volumes.
IEEFA analyst Shafiqul Alam warned that if the crisis lasts over two weeks, losing around 900 mmcfd of LNG daily could severely destabilise gas supply to industries and power plants. Dr. Ijaz Hossain, a professor of energy at BUET, told UNB: “Impact on both energy supply and electricity generation in Bangladesh would be affected vastly as there is no immediate alternative.” Experts urged the government to fast-track rooftop solar deployment and accelerate domestic gas exploration, noting Bangladesh’s power sector is already carrying approximately Tk 460 billion in debt to power plants.
